ÖZ

İnsanoğlunun tarihsel süreçte sürekli yeni buluşlarla günümüze bir bilgi birikimi aktarmıştır. Bu bilginin hem bilgi sahibinin haklarının korunması hem de geleceğe aktarılması misyonu için tesciline yönelik dokümante çalışmaları önemlidir. Dokümante çalışmaları hak sahibi ve buluşun tüm detaylarını belirten patent belgesi ile sonlanır. Ancak bunun öncesinde başvuru ve kabul süreçlerinde sürekli bir dokümantasyon söz konusudur. Ülkemizde bu alanda çalışan ulusal yetkilendirme ofisi Türk Patent Enstitüsü (TPE) ve uluslararası patent ofisleri bu belgelendirme çalışmalarını sürdürmektedir. Patentin temelini oluşturan fikri mülkiyet hakları ulusal ve uluslararası kanunlarla garantörlük altına alınmıştır. Bu garanti, bilimsel ve teknolojik gelişmenin temelini teşkil etmektedir. Çalışmada patent kavramı, patent belgesinin elde edilebilmesi için gerekli olan süreç ayrıntılı olarak anlatılmış, Bilgi ve Belge Yönetimi bilim dalının bu süreçteki rolü vurgulanmıştır. Patent belgesinin elde edilmesi ve bu bilgi yönetim sisteminin oluşturulmasında bilgi ve belge yönetimi bilim dalı ile birlikte pek çok formasyonun disiplinlerarası çalışma ile ortak çalışmalar yapması önemli katkılar sağlayacaktır.

IMPORTANCE OF PATENT PROTECTION IN INFORMATION AND RECORDS MANAGEMENT

ABSTRACT

In history of mankind,  new findings knowledge has been transfer to present.  Documentation studies of this knowledge is essential for a mission of both information owner rights protection and and to be transferred to the future. These studies end with patent document which consists information about right owner and all details of the invention. But prior to that result, documentation is an ongoing issue in application and admission proces. In Turkey, national authorising office is Turkish Patent Institute (TPE) and the international patent offices carry out their work of this certification. Intellectual property rights that are the basis of patent is secured by national and international laws. This warranty is the basis of the scientific and technological development. In the study, it is empasized that Concept of patent, description of the procedures required to obtain the patent, role of the Information and Records Management science in this process. Information and Records Management science’s joint efforts with interdisciplinary work for Obtaining the patent document and establishing document management system will provide a significant contribution to this field.
